I can't confirm that. The Surface Mouse Arc Bluetooth is the best mobile mouse I've ever had. Everything works perfectly. No limitations found. I use this mouse on 80% Windows devices, 15% Android/IOS and 5% MAC with IOS. Basically, the mouse was also designed for Surface devices and develops the optimal features there.

The mouse should work with any device that supports Bluetooth mice. So it should work with any notebook/PC that has Bluetooth built in. If there is no Bluetooth, the mouse will not work as there is no dongel included in the package.
