Can the Surface Dock 2 on the Surface Book 3 also be connected directly to the tablet (i.e. the upper part without the base/keyboard)? Then you could control a second monitor and a USB hub for keyboard, headset, mouse via the dock? Or does the dock only work if you connect the "whole book"? I can't find the info anywhere...
The configuration described works with the Surface Book 2 (I cannot judge the Surface Book 3). Greetings

The tablet without the base/keyboard has no connections for dock, power, USB, etc. but can only be charged via the base, or connected with USB; or anything else.
However, you can connect any number of components (mouse, screens, etc. with USB or USB-c) to the dock, which are then available again - but via the base - for the Surface Book.
