Do you know if this is delivered with IOS 13 as base OS or if they upgrade to newer IOS available as they are newly produced ?

I have the iPhone SE (2nd Gen), and it was fully up to date when I got it. As I understand apple will support updates for this device for quite a few more years, but I don't know if they deliver them fully up to date. In any case I think you can update when you receive it in the worst case -- this doesn't take very long in my experience (15 mins or something like that).

I have just bought an iPhone 13 Pro. My experience is that iPhones will be almost up to date but you normally have to do an update to the current OS version. This is easy as a completely new install or transferring data from an older phone.
