Hello,
if you select "No" for 4G, it means that you are opting for the wifi-only model. This can only be online with wifi connected. If you select "Yes" for 4G, you are opting for the LTE model, in which you can insert a SIM card to use the internet on the move.

4G = mobile phone frequency
So if No is selected, then you cannot insert a SIM card (mobile contract) as with a smart phone.
Therefore, WLAN must be available in order to be able to surf with it.
