Question about Toshiba Canvio Basics

My Toshiba Fp denies access from Windows: Access denied. I was able to recover most of the data with SW Recoverit Pro. But how could I format the Fp again or restore the access for Windows?

Sorry, I can't help you. Mine works fine with Windows and it has to. I would send it back, it's a warranty case, so it's not worth losing a lot of time and data.

The symptoms indicate that the disk is probably defective. I.e. check this (e.g. with CrystalDiskInfo or smartmontools) and then send the disk back as a warranty case if necessary.
You don't want to lose data a second time with the same disk...

If the disk is 100% inconspicuous in the tests, then it should be recognised normally by Windows after a normal formatting. (Formatting is possible in Windows in the disk management, e.g. via diskmgmt.msc in the search field. But be careful that you format the right disk ;-))
