Both the primacy of EU law and legal certainty are very important legal principles. There are situations in which these two principles are in tension with each other, particularly when a legally binding Austrian individual legal act contradicts EU law. How this tension should be addressed and whether and to what extent the primacy of EU law applies even before individual legal acts is the subject of this book.
