"The Catch-22 of Dublin: Discussion of the CEAS' Joint-Decision Trap" offers an in-depth analysis of the European Union's common asylum system, known as the Dublin System. The study addresses the stagnation in the development of this system and highlights how the migration crisis has influenced this process. Author Nina Dimitrova argues that EU governance is constrained by a Joint-Decision Trap (JDT), which hinders the faster advancement of the Common European Asylum System (CEAS). The evolution of the Dublin Regulation is examined in detail to find more precise answers to the challenges. The work is based on Franz W. Scharpf's JDT theory, from which five hypotheses were derived and tested. Additionally, there is an expectation that the migration crisis will act as a catalyst to further Europeanize refugee policy. The metaphor of the Catch-22 illustrates the problematic situation where solutions are obstructed by the very circumstances of the problem itself.
