No, the linkage consists of painted, non-stainless tubes & wires held together by the plastic connectors. If it rusts, it will be in the plastic connectors and areas with chipped paint first.

Yes, it's all Plastki, I don't think there's any metal on it. But I wouldn't leave it out in the rain anyway, it would just get dirty.
