Are 35mm rims compatible with 2.4 tyres?

The bicycle wheel is placed in a rail.
A fastening band is fixed to the rail on one side and a tensioning device (ratchet) on the other side. The strap is flexible. The maximum height of the band with 2 prongs in the tensioning device is 16 cm (x).
If the maximum width is at a height of 7 cm (y), the maximum possible width is 9.5 cm (z).

Furthermore, it depends on the length of the bike, so it may be that the wheel fixation is not at the lowest point (It usually is, because better stability is achieved).
But the fixation can also be done with a separate clamping set.
