Charge controller is not available. The solar panels are originally intended for the Ecoflow solar batteries, which have a built-in regulator.
According to the Ecoflow website, the Ecoflow River 2 can be operated with a solar panel with a maximum output of 110 watts. You could have easily found that yourself.

Hi, we mainly use it to charge our EcoFlow. You don't need any other accessories for this. We had a charge controller installed for use in the campervan, as we were told that it would otherwise greatly shorten the battery's service life. Unfortunately, I can't say whether it works without one.
This should not be a problem, as the maximum open-circuit voltage is specified as 21.4 V. I have never measured more than 130 W output, so the 7A from the charge controller should be just enough.
The cable was included with mine. And yes, as far as I know, it fits the commercially available EcoFlow.
According to the manufacturer: ''Our portable 160 W solar panel can continue to generate electricity even in heavy rain. Thanks to a protective ETFE film and a high IP68 protection rating, the solar panels can withstand damp and wet as well as dry and dusty environments.'' It can therefore be assumed that the original connections are approved for outdoor use.

No, it does not have a USB output. It only charges Eco Flow which has a USB output
