Yes, there is a USB cable included, there is a micro USB port on the drive itself and the USB cable supplied has two USB-A ports, both of which must be used otherwise the burner will not get enough power. So you need two USB-A ports on the PC to be able to burn Blu-ray with it. Reading is probably also possible with one USB-A connection.

So far I have only used this drive with BlueRay discs. It works fine on newer PCs, also in combination with the VLC player. Playing BlueRay was not possible with an older device, but this was more due to the lack of processing power for decoding. Does the Surface supply enough power? Maybe it would help to use an external USB power supply with the Y-USB cable supplied?
