If you also have a PC, you can test the steering wheel on the PC and see if you can reproduce the error. The steering wheel has worked perfectly for me for a long time. I use it with PC.  I don't have a PS4, but you can find some information about it on Google:

If it still doesn't work, I would return it as a warranty case.
